Los Angeles Trade-Technical College
Black Student Union Constitution 
Spring 2004 

Article I – Name

 The name of this function (club) shall be Black Student Union (B.S.U.) of Los Angeles Trade-Technical College. 

Article II – Purpose 

The purpose of this function (club) is to address topics and events that occur in our Community and College
 

Article III - Membership

Section 1.
Membership is open to all Los Angeles Trade-Technical College students.

Section 2.
Members are to attend all scheduled meetings.

Section 3.
A member is one who has signed the membership list. The list must consist of 15 or more persons (see “OUTLINE FOR THE ORGANIZATION OF CAMPUS CLUBS”).

Section 4.
The body of the council is its members.

Section 5.
All executives, representatives, and committees are formed from the body of the council.

Section 6.
Non-members are those who have not signed the membership list. A non-member can serve as a volunteer

 

Article IV - Dues

Section 1.
Dues are $1.00 every semester (See “OUTLINE FOR THE ORGANIZATION OF CAMPUS CLUBS”).
 

Article V - Officers

Section 1.
The officers shall be the President, Vice-President, Secretary, Treasurer, Parliamentarian and Historian

 

Article VI - Officers Duties

Section 1.

The officers named in Article V, Section 1 will comprise the Executive Council of this function (club).


Section 2.

The duties of the President are to:

Preside at all meetings and to see that the purpose of this function (club) is effective.
Make regular reports on the activities and plans of this function (club) to the council.
Act as chairperson of the Executive Committee.
Create and appoint any other position necessary, subject to the approval of the council.
Have the responsibility of reporting all violations to the council in writing.
A constitution revision committee shall be a standing committee in the council whose members shall be appointed by the President with the approval of the council.


Section 3.

The duties of the Vice-President are to:

Perform in the absence of the President, all duties of that office.
Attend the Inter-Club Council (ICC) meetings once a month, if the Vice-President cannot attend the meeting he/she can send as an official delegate in place.
Carry out all other duties which the President assigns, pertaining to the business of this function (club).
Be an ex-officio member of all special committees.


Section 4.

The duties of the Secretary are to:

Keep the minutes of the business and executive committee meetings.
Sign all official minutes and obtain the signatures of the President and Advisor on all official minutes.
Present one copy of the minutes and reports to the President, and two copies to the Student Activities Office.
Maintain records and files of business affecting this function (club).
Perform all other duties assigned by the President pertaining to the business of this function (club).


Section 5.

The duties of the Treasurer are to:

Maintain a record of the budget as allocated and a record of the remaining unallocated funds.
Give a brief report or summary of the budget expenditures, remaining balances, and call attention to any unusual items at each council meeting.
Present for approval of the council all budget recommendations.
Verify and sign all requisitions for the disbursement of funds.
Carry out such duties as the President assigns.


Section 6.

The duties of the Historian is to:

Record and document all functions on and off campus such as fundraisers, parties, public forums, etc.


Section 7.

The duties of the Chaplain are to:

Provide moral support for all members.
Be a listener to students’ problems and concerns.


Section 8.

The duties of the Sergeant of Arms is to:

Keep order in the meetings and at all functions (club).
Escort individuals to or call the campus police if needed.


Section 9.

The duties of the Committee Chairperson(s) are to:

Organize all functions (club) on campus.
Reserve meeting spaces and book locations for all activities.

 
Section 10.

The duties of the Parliamentarian is to:

Advice the President when a member is out of order in a meeting.
When a individual is out of order escort them out of the meeting or notify security.
